        延平老街上諸多歷史建築，見證了西螺鎮商業繁榮及文化發展的歷史，為讓下一代得以瞭解先人創業的用心與貢獻，財團法人雲林縣螺陽文教基金會，積極奔走延平老街文化館的設立，同時配合政府保護歷史文化的政策；以捷發乾記茶莊作為西螺文化發展之重要據點。

        許氏族人基於發揚先人勤奮經營的精神及保護具藝術文化價值的茶莊建築，同意無償提供老屋作為「西螺延平老街文化館」之用，並協助整理茶莊相關文物，充實文化館內容，促進地方文史工作的推動，為西螺文藝振興運動釋出助力。

        西螺延平老街文化館，位於延平路92號，原為捷發乾記茶莊。位於西螺延平路歷史建築精華區296m範圍（大同路-公正路段）的中心位置，緊鄰西螺大橋觀光區。

        此建築於96年11月6日經雲林縣政府公告，登錄為歷史建築（府文資字第0962401573號）。目前為西螺最重要歷史建築保存、傳統技藝傳習、藝文展演及社區文化發展等工作之推廣處所。

About the foundation

Throughout the past years, historical buildings of Yanping Road have witnessed the rise of business prosperity and the cultural development of Xiluo. In order to let younger generations understand the dedication and contribution of their ancestors, the Xiluo Cultural Museum was established to protect local cultural heritage by the Louyoung Cultural and Educational Foundation and the government. Jie Fa Qian Ji Tea house is currently used as the Museum's center because it is a significant landmark of Xiluo’s historic development.

Xiluo Cultural Museum is located at no. 92 of Yanping Road in the original Jie Fa Qian Ji Tea house. The finest buildings are located in the central 296 meters of Yanping Road, close to Xiluo Bridge sightseeing area.

The house was registered as a “Historical building” by Yunlin County Government on November 6th, 2007 (Government registration no. 0962401573). Now, it’s the most important cultural center in town, which provides space for artists and writers to display their work, and where visitors can learn more about the old town’s history and traditions.
